115 MW Generation Plant

This 115 MW heavy fuel power plant, originally developed by Tobene Power SA—a subsidiary of Melec PowerGen Inc.—operates under a 20-year BOO (Build-Own-Operate) contract with the national utility Senelec, serving as a vital energy resource for Senegal. The project, completed in two phases, began with an initial capacity of 96 MW and was later expanded to 115 MW to address increasing demand.

Financing was secured through a combination of sponsor equity and a senior A loan package from the International Finance Corporation (IFC, World Bank Group) and the West African Development Bank (BOAD). Ownership of the project is held by Melec PowerGen (90%) and IFC (10%).

The Engineering, Procurement, and Construction (EPC) contract was executed by a consortium led by MAN Diesel (France) and MPG Services (Matelec Group, Lebanon). 

In 2019, the plant transitioned to new ownership under Azura Power and benefitted from a 3-year management support agreement with MP Energy
